meet stephanie winstead

Laguna Niguel is a remarkable city. This didn't happen by accident. I will honor the efforts of those who built this city and will passionately protect and defend the quality of life we have come to enjoy in Laguna Niguel.

My background

I'm a wife, mother, small business owner, attorney, and employer.  My husband, Ray, and I have been married for over 20 years.  We met while attending college at UC Irvine. I later attended law school and am currently a practicing member of the California Bar. I've also attended Pepperdine University's  internationally recognized Straus Institute for Dispute Resolution and have utilized my mediation skills volunteering as a Mediator for the Orange County Superior Court.


Knowing that Laguna Niguel was where we wanted to raise a family, Ray and I moved to Laguna Niguel in 2009.  Later that same year I opened my law firm and joined the Laguna Niguel Chamber of Commerce. 


Since moving to Laguna Niguel, I have learned to operate a small business, hire and train employees, and cultivate leadership skills. Gratified by helping others succeed, I mentor young women and emerging entrepreneurs help develop skills and access the resources needed to grow.  


Conveying the importance of service to others extends to the next generation, and I'm active in our son's Cub Scout Pack and have developed a particular fondness for the Pinewood Derby.

"Be the change you wish to see in the world" is more than just a saying. It's a call to action.  


For over a decade, I have been a contributing member, volunteer, and leader in Laguna Niguel.  Through my community involvement, I work to ensure that Laguna Niguel remains the safe and charming city that drew my husband and I to it. 


Examples of my service to Laguna Niguel include:

  • 2009 to present:  Member of the Laguna Niguel Chamber of Commerce
  • 2012:  City of Laguna Niguel Committee Member Investment, Banking and Audit Committee 
  • 2013 to 2018: City of Laguna Niguel Commissioner Traffic & Transportation Commissioner
  • 2016: Dana Hills High School Football 12th Man Club corporate donor
  • 2017 & 2018: Bergeson Elementary School Foundation corporate donor
  • 2018 to present: Moulton Elementary School PTA member and RMIQ corporate donor
  • 2020 to present: City of Laguna Niguel Commissioner Parks & Recreation Commission
  • 2020 to present: City of Laguna Niguel Military Support Committee Member
  • 2021: Laguna Niguel Botanical Preserve Corporate Sponsor

Leadership and Awards

A doer and a leader, I have been repeatedly recognized for my leadership skills.  Examples include:

  • 2012:  Recognized and awarded Laguna Niguel Chamber of Commerce Outstanding Ambassador of the Year  
  • 2013:  Recognized and awarded Laguna Niguel Chamber of Commerce Outstanding Ambassador of the Year
  • 2013:  Helped establish the American Legion Auxiliary Unit 281 as a charter member and Officer
  • 2014 to 2019:  Member of the Laguna Niguel Chamber of Commerce Board of Directors
  • 2014 to present:  Member of the Laguna Niguel Lions Club Board of Directors
  • 2015:  Recognized and awarded Outstanding Committee Chair of the Year
  • 2016:  Recognized and awarded Outstanding Committee Chair of the Year
  • 2016:  Organized a free public screening of The Bu$iness of Recovery which examines the untold billions being made off families in crisis by the unregulated sober living home industry
  • 2017:  City of Laguna Niguel Commissioner and Chair Traffic & Transportation Commission
  • 2018:  City of Laguna Niguel Commissioner and Chair Traffic & Transportation Commission
  • 2019:  Chair of the Laguna Niguel Chamber of Commerce 
  • 2019: Took initiative and communicated with Laguna Niguel city staff to develop and implement a Haunted Halloween House decorating contest 
  • 2020 to present:  Chair of the Laguna Niguel Chamber of Commerce Public Policy Committee
  • 2020:   Spearheaded Laguna Niguel's Valentines for Veterans program, collecting nearly 2,000 handmade Valentines Day cards for U.S. military veterans and active military members
